Hawaii Wildfire Response Debris Removal Support Cultural Resource Services, Maui, Hawaii

AEPAC led a multi-disciplinary team of architects, archaeologists, cultural preservationists, and field quality control for an emergency response project for POH USACE.

AEPAC provided all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform cultural resource services, planning, reporting, and quality control to support post-wildfire response efforts in Maui County, Hawaii resulting from the Lāhainā, Kula and Olinda Fires in 2023. Areas impacted by the fires were declared a Federal Disaster Area and eligible for assistance through the Federal Emergency Management Agency (FEMA). Work performed was compliant with various federal and state laws and regulations and U.S. Army Corps of Engineers (USACE) contract pertaining to the protection of cultural resources, cultural items, and other environmental resources relevant to cultural resources protection and management.

AEPAC coordinated with separate contractors who provided site assessment, and debris removal services. All site cultural work and debris removal work met the requirements identified in the final Archaeological Treatment Plan, developed by FEMA, resulting from their National Historic Preservation Act (NHPA) Section 106 consultation, and included in FEMA’s Environmental Protection Plan (EPP). Tasking included planning, conducting, and reporting for archaeology, architecture, cultural observing, and cultural advising efforts.
