Lorraine Minatoishi, Ph.D., AIA
President & CEO
Dr. Minatoishi holds a Doctorate of Engineering degree from world-renowned Waseda University and has over two decades of professional experience. Her management strategies and expansive understanding of federal undertakings have led successful project completion. Specializing in historical preservation, Minatoishi applies the concepts of attention to detail, cultural sensitivity, and code compliance to the complex rehabilitation and new build projects at AEPAC. Rooted in architectural design, Minatoishi has grown AEPAC into a full-service Architecture Engineering Construction (AEC) firm in order to apply the signature standard of high quality to all disciplines of projects.

Managing Director
Angelica Terrazas is a highly skilled Managing Director with extensive experience across various industries, known for delivering exceptional results while adhering to budget and timelines. She excels in building strong relationships with stakeholders and teams, leading meetings, and providing clear and concise project updates. Terrazas’ expertise in federal procurement and program management allows her to effectively tackle complex challenges and ensures compliance with government requirements.

Ian Lam serves as the Director of Marketing & Business Development overseeing all facets of AEPAC’s projects from inception to completion. His PMP certification, expertise in marketing strategy, and business development, enhances AEPAC’s visibility and competitive positioning in the architecture and engineering industry. His leadership ensures innovative approaches to client engagement and the successful execution of growth strategies.

Alan Downer, Ph.D.
Chief Archaeologist
Alan Downer is Archaeological Principal Investigator at AEPAC, bringing a unique perspective as the former head of the Hawaii State Historic Preservation Division. His extensive expertise in historic preservation and project management ensures that AEPAC’s projects are executed with a deep respect for cultural heritage and historical accuracy. Alan's leadership integrates archaeological insight with effective project execution, enhancing the firm’s commitment to preserving and celebrating historical contexts.

Natalie Besl
Architectural Historian
Natalie Besl is an SOI Qualified Architectural Historian at AEPAC with expertise in cultural resource management and preservation planning. With 9 years of experience, Besl ensures accurate documentation and protection of historic resources. She has advanced training in architectural history and historic building treatment, and conducts historic building surveys, prepares compliance documentation for Section 106 and develops strategies that balance regulatory requirements with project goals. Besl also specializes in Historic Tax Credit projects, National Register Nominations, and historic building analysis.

Business Development Advisor and Project Manager
Ron Pierce was the 2022 - 2024 Presidential appointee for the Department of Energy OSDBU. Through the development of targeted growth strategies and tactical plans, Pierce enhances AEPAC’s management team, reinforcing the firm’s reputation as a trusted partner in the federal sector.

Project Coordinator
As Project Coordinator for AEPAC, Boyce leverages his diverse experience to assist architecture and engineering teams with everything from administrative duties to project research, site visits, marketing, and submittals. Highly skilled in organization and teamwork, Boyce thrives in complex roles that demand precision, collaboration, and a forward-thinking approach, bringing multi-disciplined projects to successful completion.

Steve Neumann, AIA, CCM
Architect
Steve Neumann is a licensed Architect and Certified Construction Manager (CCM) with over a decade of international and local experience. He holds a BA in Anthropology from Stanford University and a Master of Architecture from Westminster. Steve worked as an architect in London for three years and in Japan for nearly eight before relocating to Hawaii. At AEPAC, he applies his expertise in design, project coordination, and construction oversight to deliver projects with efficiency, accuracy, and lasting value.
