AEPAC has served organizations and other design professionals engaged in the preservation of historic buildings, structures, and sites. The firm has undertaken some of the nation’s most prominent historic preservation efforts contracted both federally and privately.
Cultural Resource Services
Services provided range from integration of consideration of archaeological and cultural resources into initial project planning and carrying out required services as part of project implementation. These services include preparation of literature reviews and initial field inspection of projection locations; archaeological inventory survey plans and conducting in the archaeological survey and reporting; preparation and executing archaeological monitoring and reporting; archaeological data analysis and reporting; identification and treatment of human burials in accordance with state and federal law.
AEPAC provides technical support for agencies and private sector participants in Section 106 & HRS 6E consultation.
Leadership in Preservation
Our commitment to Archaeology and Cultural Resource Management is further exemplified by AEPAC’s Chief Archaeologist, Alan Downer, Alan is a nationally recognized SOI Qualified leader in historic preservation, archaeology, and cultural resource management, with over four decades of experience at the federal, state, and tribal levels.
Previously, Downer served as the Administrator of the Hawaii State Historic Preservation Division from 2014 to 2024. His tenure in Hawai'i solidified his reputation as a key figure in historic preservation policy and legislative advocacy. Dr. Downer spent 27 years as Director of the Navajo Nation Historic Preservation Department, where he built the first Tribal Historic Preservation Office in the U.S. into one of the nation’s largest public historic preservation agencies. His work helped shape national policies on tribal sovereignty in cultural resource management.
